The Black Commander (黒いコマンダー)[1] is a stage enemy from Cannon Dancer.
The Black Commanders are the main law enforcement unit serving the Federation. Their members wear heavy-duty black and blue armor that allows them to soar the skies. Being quick and nimble flyers, they move all around while attacking targets with the machine gun attached to their right arm, and defend themselves with a shield located on their left arm.
This unit is first seen during the police raid at Agadan, spearheaded by Jack Layzon. They are later faced by Kirin during his quest for revenge, as part of the Capital City's defense lineup.

Appears in Stage 04 (Indian Ocean) and Stage 05 (Woods near Aleppo)
The Black Commanders make use of their armor's capabilities to fly around and attack from the air. They perform several different movements while attacking Kirin, like flying from left to right or circling Kirin, always firing their machine guns at him uninterrupted. They often strafe a single time, after which they leave the area. Kirin can also use his throw moves on them, killing them instantly.
When faced at the Forest of Memory, Kirin can also run into soldiers standing on the metal platforms surrounding the area instead of flying around. These guards can be seen running back and forth and only stopping when close to Kirin to deliver a straight punch at him. Unlike the flying ones, they don't leave or fly away.
Plasma Cannon
Appears in Stage 05 (Prague)
A variant of this enemy type made up of two Black Commanders holding up a large and heavy plasma cannon over their shoulders. When approached by Kirin, these soldiers stand in place and shoot three large plasma blasts straight forward, with only a brief break between the shots. The projectiles are pretty large and can't be ducked under, so approaching the soldiers without incurring damage is the tricky part. They have no other method of attacking.
This enemy makes an early cameo at the intro cutscene, standing next to Jack Layzon as he gives Kirin his mission, and is later seen in the stage 2 end cutscene, being the ones who attack and knock Kirin out after he's betrayed by Layzon.
